To serve as the Administrator for Laboratory quality systems, quality Improvement programs, and utilization information and initiatives across the Mid-Atlantic States local markets. To collaborate with appropriate market/regional staff to participate in developing utilization and quality assurance outcomes measures and in developing meaningful data reporting and analytical formats. Serve as a regulatory resource to the organization by providing input and opinions that are in compliance with applicable rules and regulations. Manage and drive systems to closure that are already established within the quality program. Serve as a role model for Kaiser Permanente values and culture, consultant for internal/external customers on compliance and regulatory issues.
This position also has compliance accountability and/or responsibility for Kaiser Permanente's policies and procedures, the Principles of Responsibility, accreditation standards, and applicable federal, state, and local laws and regulations.
Accountabilities: (List of 4 ? 6 primary responsibilities, not activities, in their order of importance)
1. Collaborates with physician leadership and laboratory management to develop strategies to improve laboratory resource utilization. Collaborates with appropriate market/regional resource/departments to develop meaningful data reporting and analytical formats. Analyzes physician and mid-level provider laboratory utilization information. Develops recommendations, information, and effective communication program/tools for physicians, mid-level providers, and management. 2. In conjunction with laboratory management (Health Plan and Medical Group), directs development and implementation of systems and parameters to monitor, evaluate, and continuously improve quality measures in the region/local markets? laboratories. Provides regular assessment of quality systems in the region/local markets to laboratory management (Medical Group and Health Plan). 3. Analyzes improved laboratory practices required for compliance with the Laboratory Quality Assurance Plan and quality risk avoidance through the evaluation of quality measures and information from the region/local markets? laboratories. 4. Manages implementation of processes to ensure compliance with accrediting and licensing bodies. Oversees design and monitors program for maintenance of standard operating procedures. Oversees design and implementation of standard practices for staff orientation, development, and competency evaluation. 5. Manages development, implementation, and monitoring of programs for Point of Care Testing (POCT) in medical facility clinical areas. 6. Provides information to laboratory management to facilitate decision making in laboratory resource allocation, including analysis to identify cost efficient and clinically effective laboratory testing. 7. Provides management oversight to the Laboratory Quality Systems Coordinator. 8. Serves as primary laboratory resource to the local/regional QA/QI Committees.
Minimum Requirement - Relevant Years of Experience: 1. Six years as a Medical Technologist required. 2. Previous Laboratory management experience with increasing levels of responsibility required. 3. Two years of experience with personal computers, with use of relational database and spreadsheet software required. 4. Two years of experience with graphic and presentation software preferred. 5. Experience with Laboratory Compliance and regulatory issues accreditation issues required. 6. Experience with QA/QI activities and project management required. 7. Knowledge of QC/QA/QI principles and processes required. 8. Knowledge of Quality Systems modalities required. 9. Knowledge and understanding of multiple laboratory procedure disciplines required. 10. Knowledge of regulatory and accreditation requirements related to laboratory operations preferred. 11. Demonstrated good presentation, communication (both written and verbal), organizational, and interpersonal skills required. 12. Demonstrated strong leadership, influence, and interpersonal skills are required. 13. Demonstrated PC skills required. 14. Demonstrated strong analytical skills with ability to analyze statistical information and present in meaningful formats required.
Minimum Requirement - Education and/or Classes: * MBA, MS or MA required. * Demonstrated participation in continuing education opportunities required.
Minimum Requirement - License, Certification and/or Designation: 1. MT (ASCP) or equivalent certification required. 2. Affiliation with related professional organizations preferred.
