VACANCY ANNOUNCEMENT

Advanced Resource Technologies, Inc. (ARTI), is currently recruiting for a Junior Engineer / Analyst in support of a contract with the Department of State at our Rosslyn, VA location. Position is full-time and exempt. Start date is immediate upon selection with two weeks notice to current employer.

SUMMARY
The Bureau of Diplomatic Security (DS) is one of the largest bureaus in the Department of State and is at the forefront of the Departments mission to create a more secure, democratic, and prosperous world for the benefit of the American people and the international community. The strategic goal of the DS is to provide a safe and secure environment for the conduct of U.S. foreign policy. A critical component of this is providing a secure cyber environment in which to carry out Department business and activities. ARTI is looking for a Junior Engineer / Analyst to join our team and support the Departments Security Policy, Standards, and Awareness program.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Duties and responsibilities include, but are not limited to:
Contribute to the development of National-level computer security (COMPUSEC) and communications security (COMSEC) policies and guidelines
Establish and promulgate COMPUSEC, COMSEC and network security policies and standards for the Department and Foreign Affairs agencies
Design, develop, document and implement the Department's worldwide cyber security awareness program
Develop, maintain, and provide guidance on policies and standards embodied in the Departments Foreign Affairs Manual (FAM) and Foreign Affairs Handbook (FAH)

QUALIFICATIONS & REQUIREMENTS

*Bachelors degree in Computer Science, Information Systems, Engineering, Business, Telecommunications, or other related analytical, scientific or technical discipline
*Four (4) years of progressive experience in computer programming and / or information systems development, standards as well as policy development
*Experience in network or system security evaluation, assessment, implementation or operations and research and analysis of IT system issues and trends
*Familiar with NIST guidelines, FAM / FAH policies and procedures and COMPUSEC AND COMSEC policies and standards
*Experience in strategic systems planning, business process reengineering, workshop facilitation, training, economic analysis, business case analysis, or computer security
*Must have excellent written and oral communication skills
*Must be able to work independently and in a team environment
Required Skills:

Mandatory Requirement: Applicants selected for this position may be subject to a Government Security Investigation and must eligibility for access to classified information. Secret security clearance required.

Benefits Summary for Full-time Employees
(All benefits effective the first of the next month from their date of hire unless stated otherwise.)

Medical, Insurance
Network of doctors, Referrals not required, $15 office visit co-pays, and prescription card. 50-50 cost share between employer and employee.

Dental Insurance
$1500 in covered benefits a calendar year. Covered at 100% for preventive services; 80% for restoration services and 50% for major services.

Q: Is ARTI a 3rd party recruiting company?
A: No. We are a small business-consulting firm and all vacancies are for full-time employees with ARTI. We have contracts with particular agencies to perform a specific scope of work for a specified time period. Besides our comprehensive benefits package, all full-time employees are part owner of the company on their first day of work through our Employee Stock Ownership Plan.

Q: What happens to my position when to contract ends?
A: As a company our foundation is built on "teaming for success" and our team includes the employees, the managers, the corporate staff, and the client. We would not be where we are today after 16 years of business if it was not for a successful team. We are committed to our employees, their job stability and their job satisfaction. Our goal is to exceed our customer's expectations both through the professional and technical qualities of our employees and the hands-on management by our leadership. The result has been successful, long-running contracts, however, due to contractual issues some contracts do come to an end.

In that case, the Program Manager works closely with the Human Resources and Recruiting Office months before the end of a contract to see what other vacancies are within the company that the employees can be considered for. We have very successfully been able to transition the affected employees to other projects within the company. Another scenario is that the individual transitions to the new company that has the contract and can stay in the same desk doing the same job for that agency for many years.

Q: Do I have to have a clearance to be considered for the position?
A: Depends on the position requirements as established by the agency where the work is being performed. For a position that requires a Top Secret clearance the person has to have a current valid clearance before we can consider them for the position. For a position that requires a Secret clearance the candidates usually just have to be "clearable". A person without a clearance or with an expired clearance can start once they have an interim clearance, which usually takes 2-4 weeks. The exact requirement is different for each position depending on the agency's policy where the work is being performed; this is just a general guideline.

Q: What is your recruiting process?
A: All resumes are screened within 24 hours against the position applied for. All qualified resumes are immediately forwarded to the hiring manager for review and interview decisions. Interviews are typically scheduled by the recruiter within 2-3 weeks. If you do not meet the qualifications for this position, your resume is also reviewed against all other current open positions.
