Working in the public interest, you will work to provide technical and policy expertise to MITREs spectrum portfolio of projects. This position will have an opportunity to directly influence future spectrum access for military, aviation, and emergency communication systems through interaction with national and international spectrum management organizations.
Candidate will provide technical leadership and systems engineering for the development and integration of advanced radio systems into DoD programs. Project support includes, but is not limited to:
Technology insertion and evaluation of Software Defined Radio (SDR), Cognitive Radio (CR), Dynamic Spectrum Access (DSA), and other advanced radio systems
Conduct trade-off studies and gap analysis to assess architecture and capability alternatives
Development of a comprehensive, integrated approach to improve spectrum management capabilities.
Apply enterprise systems engineering expertise for developing spectrum management architectures, transition and implementation plans
Provide technical insight on Service Oriented Architecture (SOA), network management, and net-centric operations as they relate to spectrum management
Multi-organization coordination and systems integration and interoperability
BS or equivalent and 5 years of related experience or MS or equivalent and 3 years of related experience of PhD and 1 year of related experience.
MS EE preferred, with 10 years of related experience in spectrum management and communications systems engineering, or PhD and 8 years of related experience. Candidates will have demonstrable experience in spectrum policy including involvement with the International Telecommunication Union (ITU), the National Telecommunications and Information Administration (NTIA), the Federal Communications Commission (FCC), and/or spectrum management systems and processes.
Candidates will have demonstrable experience in spectrum management or tactical radio systems. Candidates will also be knowledgeable in current and evolving DoD communications systems (e.g., tactical radio systems and waveforms, MILSATCOM, GPS, etc.), commercial communications (e.g., cellular, SATCOM, WLAN), emergency communications (e.g., LMR), and advanced radio systems concepts (SDR, CR, DSA).

Excellent interpersonal skills required for interaction with customers, project leaders, team members, and other government agencies. Proficiency in written communications skills is also required. Must work collaboratively within a team, provide senior level leadership and guidance, and be capable of identifying, prioritizing and solving difficult problems.
Candidates will have excellent communications skills and the ability to coordinate across teams and with representatives from a wide-range of organizations including government, commercial, and international. Candidates will have a strong understanding of the interworking of regulation/policy with technology development, and have the ability to think strategically and assist in forming a long term vision. Candidates will have demonstrable experience in one or more of the following areas: DoD GIG enterprise-wide systems engineering, network management and GIG NetOPs architecture and capabilities, information/data modeling, DoD tactical networking, emerging technologies, and architecture/DoDAF products development.
*This position will require overnight travel up to 5-10% of the time. The primary customer is located in Annapolis, MD. This position requires local travel to Annapolis, MD, Alexandria, VA and McLean, VA. This MITRE department is moving to Ft. Meade, MD, and this position is immediately available in Maryland.
