Senior Systems Engineer, must possess current/active TS/SCI Clearance w/ FS Poly, Work Location: Metro No VA area
Description of Project Role/Responsibilities:
The program needs a senior, well experienced, Systems Engineer to serve on the system engineering team. This individual must have considerable technical knowledge and experience with all the components of the program. This program uses JEE development, Oracle database functions and capabilities, and Web technologies to include application and presentation layers. Domino and Lotus Notes are part of the integrated desktop for message traffic on this program. This individual's primary job will be to lead and support ongoing engineering initiatives in application, security, infrastructure, and data architectures of the system. Play a lead role in defining, designing and implementing engineering solutions for search, data protections, user experience, security capabilities, data structure, system transition and interfaces and supporting technologies. Evaluate, recommend and brief key solutions to both management and technical problem sets. Prepare, lead and brief control gates, security boards, Customer review boards, and internal/external TEMs. Collaborate with partners including other development projects, infrastructure components, and program office to find innovative and efficient solutions. Participate in preparing and presenting architectural briefings, system design documents, and system security plans. Cultivate collaborative working relationships with customer, software development, infrastructure and test teams.
While not essential, some knowledge of field methods of operation, and/or prior experience with, enterprise messaging, and the consolidated data layers would be invaluable. The person chosen must desire to work decisively as a member of a dynamic and productive team working to revolutionize the customer's new work environment, and be able to work quickly under time-constrained deadlines.
Duties: Identify, analyze, define, and coordinate user, customer and stakeholder needs and translates them into technical requirements. Assist business units in expressing their needs in terms that can be used to generate valid requirements. Help business units identify technology solutions with the potential to improve business processes. Work with stakeholders as well as technical and analytical counterparts to define constraints, and develop requirements and concept of operations documentation. Work with stakeholders to identify best-fit technical solutions for business unit needs. Identify technical risks and develop mitigation strategies. Provide assistance to project or program teams. Provide conceptual design, prototype, and test cycles appropriate to a chosen technical solution. Identify and manage dependencies with other systems and elements of the IT infrastructure. Evaluate industry offering to identify products and technologies with the potential to support the design. Help the project or program team prepare for Project Management Framework. Participate in project or program team activities. Coordinate and manage the resolution of inter-segment problems. Identify potential environmental impacts on systems. Record lessons learned, processes and procedures, and other pertinent quality topics in appropriate formats. Work with project personnel to resolve schedule problems and ensure developed applications and systems are transitioned to customers in a timely manner. Validate system elements and requirements. Survey products and technical infrastructure as part of the system selection process. Assess system designs to validate them against expected technical parameters. Identify hardware and applications needed to complete the development process. Develop and implement test plans for commercial off the shelf (COTS) and custom developed systems. Ensure all product and administrative documentation is completed and maintained in order to ensure continuity and historical reference. Ensure deliverables meet all relevant quality and security standards.
Essential Job Functions
  • Develops and applies advanced methods, theories and research techniques in the investigation and solution of complex and difficult system design requirements and matters of significance requiring expert application of advanced knowledge.
  • Plans, conducts and largely coordinates the most complex projects or major phases of significant projects; coordinates the efforts of engineers and support staff in the performance of assigned complex projects.
  • Oversees the investigation, analysis and resolution of difficult and complicated program support matters of significance.
  • Conducts investigations of highly complex systems. Develops, recommends and implements solution(s) ensuring effective and efficient operations.
  • Reviews literature, patents and current practices relevant to the solution of the most complex assigned projects. Identifies, recommends, and pursues technology/practices to apply to solution.
  • Oversees development and implementation of the most complex processes and procedures to ensure the most complicated contractual products are in compliance with standard specifications.
  • Oversees completion and implementation of system additions and/ or enhancements and recommends corrections in technical application and analysis to senior management.
  • Provides the highest level of technical consultation to other organizations.
  • Evaluates vendor capabilities to provide the most complex required products and services; Recommends vendor and approach and presents to senior management/customer as appropriate.
  • Provides leadership and work guidance to less experienced personnel.

Qualifications

Basic Qualifications
  • Bachelor's degree or equivalent combination of education and experience
  • Bachelor's degree in engineering, systems engineering, physics, computer science, management information systems, or related field preferred
  • Twelve or more years of experience in systems engineering, software engineering, operating systems programming, or naval architecture
  • Experience working with software and hardware systems design principles
  • Experience working with specific software and/or hardware systems with a specific concentration in one or more areas
  • Experience working with design and coding languages
  • Experience working with design principles and applications
  • Experience working with design principles and applications related to integrated plant, aircraft, ship and/or weapons systems (Naval Architecture Only)

  • Strong interpersonal skills to interact with customers, senior level personnel, subordinates and team members
