The attack came as NATO troops were heading on foot to a building where Afghan local officials and tribal chiefs had gathered for a meeting, acording to provincial officials.
NATO did not identify the troops who were killed, but an Afghan official said he believed they were Americans, as are the bulk of coalition forces in the rugged province.
The area is a bastion of Taliban-led insurgents, who are carrying out an increasing number of suicide strikes and roadside bombingss in a campaign against the U.S.-led war, now in its 11th year.
