M23 rebel fighters walk up a hill overlooking Goma. The rebels, who finally withdrew from this regional capital over the weekend, said they are waiting for a 48-hour deadline to expire on Monday afternoon before deciding whether they will take back the city. After a nearly two-week occupation, the M23 rebel group agreed to leave Goma on the condition that Congo's government enters into negotiations with it by 2 p.m. Monday.

Police officers stand in a line as they listen to their commander in front of a police station in Goma, Democratic Republic of Congo. Hundreds of rebel fighters, singing and brandishing weapons, pulled out of Congo’s eastern border city of Goma on Saturday, raising hopes for negotiations to end the insurgency. The withdrawal of the M23 rebel movement from Goma on Lake Kivu, a strategic hub in Congo’s war-scarred east, was agreed to in a deal brokered by presidents of the Great Lakes states under Uganda's leadership a week ago.

Two MONUSCO soldiers stand guard in Goma's port as Police Nationale du Congo officers, who fled Goma when M23 rebels took over the city Nov. 18, return on a barge. The police force was returning to resume control of the city, as had been agreed by the regional bloc, but the rebels postponed their departure. The delay raises the possibility that the rebels don’t intend to leave the key city they seized last week, giving credence to a U.N. Group of Experts report that argues that neighboring Rwanda is using the rebels as a proxy to annex territory in mineral-rich eastern Congo.
