• The quoted rates and points are for the 45-day minimum lock. No rates or points for floating rates may be quoted; The quoted points include both origination fees and discount fees.
• 'Conforming' loan rate quotes are to be based on a loan of $250,000. Quoted rates are to be based on an 80 percent minimum loan-to-value ratio for single-family dwellings and townhomes that will be owner-occupied residences. The one-year adjustable-rate mortgage must amortize in full over 30 years. The initial rate change may not occur before the one-year date.
• Lenders may not impose excessive closing costs. All lenders' fees should be limited to the traditional document preparation, tax service and underwriting fees, and should not exceed $500. Application, processing, lock-in and registration fees must be included in the total points quoted (except for appraisal and credit reporting fees).
• Quotes are expected to apply to both purchase and refinance loans, except for jumbo cash-out refinance loans.
• Thirty and Fifteen year loans must amortize in full over the stated term.
• No negative amortization loans.
• Quotes will be honored the day they are provided unless the secondary market experienced price volatility in excess of one-quarter point in the Fannie Mae and Federal Home Loan Mortgage Corporation mortgage-backed securities markets.
