Austrian Airlines, which operates nonstop service between Dulles and Vienna, last week reduced its fuel surcharge from $66 round trip to $50 . . . Smoke-free restaurants and bars became a new feature this month in Italy. Only three other European countries have similar laws that keep restaurants and even bars smoke-free: Ireland, Norway and Malta . . . Visitors to New York's Chinatown can get free maps, guidebooks, brochures and help from a multilingual staff at a new information kiosk. The kiosk is bounded by Canal, Walker and Baxter streets.
