Copter Crew Mourned
A week after a medevac helicopter plunged from the night sky into the Potomac River near the Woodrow Wilson Bridge, killing a young flight paramedic and a veteran pilot, hundreds of emergency workers in uniform filled a Spotsylvania church to honor Nicole Kielar, 29, of Henrico County and Joseph E. Schaefer III, 56, of Sterling.

Bill Would Limit Proffers
Del. Terrie L. Suit (R-Virginia Beach) has introduced a bill in the General Assembly that would prohibit localities from collecting proffers from developers upfront. The bill, which would affect Loudoun County's proffer process, is in committee.

Cell Phone Proposal Advances
The Virginia Senate's transportation committee approved a bill, co-sponsored by Sen. William C. Mims (R-Loudoun) and Sen. James K. "Jay" O'Brien Jr. (R-Fairfax), that would bar young drivers from using cell phones. The proposal, backed by several Northern Virginia senators concerned about a rash of deadly accidents, would require teenagers, some of the most voracious users of cell phones, to pull over before making calls, even if they plan to use a hands-free device.
