Races for ANC Jobs Gain More Attention
75 Candidates For Commissioner Face Opponents

Advisory neighborhood commissioners are increasingly visible as they make important recommendations to the Alcoholic Beverage Control Board, the Board of Zoning Appeals and the Historic Preservation Review Board.
Now their long-disregarded and disrespected commissions are beginning to attract political attention.
"As I drive around the city, I see more and more signs of real competition for these jobs," said D.C. Council member David A. Catania (R-At Large). About 75 of the city's roughly 300 advisory neighborhood commission positions are being contested Tuesday.
The ANC system was established by federal law in 1976 under the city's Home Rule Charter to represent neighborhoods and advise city government. Each commissioner represents about 2,000 people.
By law, commissioners' views must be given "great weight" in decisions of city agencies, such as the Alcoholic Beverage Control Board.
Several ANCs have recently been instrumental in forging agreements with retail establishments to curb the sale of single cans of beer and drug paraphernalia.
Catania called the ANCs "desperately important" in communicating the voice of the community to city government.
"There are imperfections" in the ANCs, he said, but the "vast number of ANC commissioners work hard and need more tools and more respect."
The system's costs $893,000, Catania said.
