Three male teens were on the shoulder of Travilah Road just before 7 p.m. when a car drifted off the road, hit a mailbox, then hit two of the youths, Montgomery County police said. The 16-year-old was taken to a hospital with life-threatening injuries. The second teenager was grazed in the incident and was not injured, authorities said.

Officials described the car as possibly a dark-colored Honda Accord with tinted windows. The front passenger side of the car might be damaged, police said.

Anyone with information about the incident is asked to call police at 301-840-2435.

Confirmation Vote for Howard Council Seat

The Howard County Council is expected to vote Monday on the nomination of Charles C. Feaga to fill the council seat vacated when Allan H. Kittleman was appointed to the state Senate.

The Howard County GOP Central Committee selected Feaga on Wednesday night in a closed-door meeting.

If confirmed, Feaga, 71, would represent the western part of Howard County, where land-use issues are hotly debated as the county deals with suburbanization.

Feaga, who has served two terms on the council, would serve the two years remaining in Kittleman's term. He was picked from a field of five candidates.

Kittleman resigned from the council last month after Gov. Robert L. Ehrlich Jr. (R) appointed him to fill his late father's state Senate seat.

Youths Fight at Troubled Detention Facility

An argument between two youths at the Cheltenham Youth Facility in southern Prince George's County escalated into a fistfight yesterday afternoon, and six others joined in before authorities could intervene, officials said.

LaWanda G. Edwards, spokeswoman for the state Department of Juvenile Services, said the fight broke out about 2 p.m. at the facility's on-site school. She said two housing units were in class when the fight began.

"It was a situation that was broken up almost immediately because a Maryland state trooper was in the room," she said. "There were no weapons involved. It was only fists."

Edwards said that some youths and staff members suffered minor cuts and that they were treated at the scene.

A Justice Department investigation that concluded this year found substantial civil rights violations at Cheltenham, including frequent beatings and abuse of many boys by staff members and other youths. But officials said the facility has made strides, including reducing the inmate population and retraining staff members.

Longer DMV Hours to Handle Backlog

The District's Department of Motor Vehicles is facing a backlog of renewal applications because of an administrative error.

The agency failed to send renewal notices to drivers whose tags expired this month and last month, so the agency will have special Saturday hours at its three branches.

The DMV's main location, at 301 C St. NW, is usually open from 8:15 a.m. to 4 p.m. Saturday. But today and next Saturday, the branch offices also will be open during those hours.

Staff members will be available to handle walk-in registration renewals at offices in the Brentwood Square Shopping Center in Northeast, the Penn Branch Shopping Center in Southeast and at Georgetown Park mall in Northwest.
