He was stationed in Singapore from 1966 to 1968 and in Saigon from 1971 to 1974. He received the Medal for Civilian Service for his work during the Vietnam War. He retired in 1974.
Mr. Featherstone was born in Sisseton, S.D., and graduated from high school in Staples, Minn.

Burton Lee Doggett received two Navy awards.

He was clarinet soloist for the concert band and symphony orchestra while a student at the University of Minnesota. He also was a member of Phi Beta Kappa. He graduated from the university in 1936. He received a master's degree in English from Minnesota, teaching in the English Department there until he entered the Navy in World War II.
He was a member of St. Paul's Episcopal Church in Alexandria, where he sang in the choir and served on church committees. He had a lifelong interest in music and often played the recorder in small groups with family members. He also enjoyed gardening on a plot he rented in Old Town Alexandria. He and his wife spent winters in St. Petersburg, Fla.
His wife of 66 years, Eleanor Featherstone, died in 2003.
Survivors include three children, James Wesley Featherstone III of Richmond, Phyllis Jane Featherstone of Staten Island, N.Y., and Elizabeth Featherstone Hoff of Alexandria; a brother; 10 grandchildren; and eight great-grandchildren.
R. John Bitting FTC Accountant
R. John Bitting, 88, an accountant with the Federal Trade Commission, died of complications from Parkinson's disease April 12 at his home at Riderwood Village in Silver Spring.
Mr. Bitting worked for nearly 40 years at the FTC until retiring in 1978. His volunteer work included more than 25 years as a tax accountant for the Montgomery County American Association of Retired Persons tax assistance program until 2003. He also spent 22 years as a member of the board of directors and treasurer of the Meals on Wheels program of Wheaton.
He was born in Philadelphia and raised in Allentown, Pa. He graduated from the old Columbus University in Washington, now part of Catholic University, and later received two master's degrees in federal accounting from Columbus.
He served in an Army infantry unit from 1942 until 1945 and fought in the European theater of World War II. He left the Army with the rank of staff sergeant and was awarded the Bronze Star Medal.
Mr. Bitting lived in Wheaton from the 1951 to 1968, when he moved to Silver Spring. He had lived at Riderwood Village since 2000. He was a member of the board of directors of the XIII Corps Association, a World War II veterans organization. He was a past trustee, deacon and elder of Wheaton Presbyterian Church.
A son, John David Bitting, died in 1963.
Survivors include his wife of 64 years, Dorothy M. Bitting of Silver Spring; a daughter, Jane L. Higdon of Newburg; a sister; and three grandchildren.
