The District does not have voting representation in Congress. D.C. citizens elect a paid, nonvoting federal delegate to the House. In an ongoing lobbying campaign for statehood, voters also elect an unpaid local "shadow" representative to the House and two unpaid local "shadow" representatives to the Senate.
