A FINE STATE OF A FAIR. More than 300,000 folks are expected to hit Harrington, Del., July 22-31 for carnival rides, monster truck shows, a demolition derby and the quicksilver moves of the Irish "Spirit of the Dance" -- plus gentler pursuits like bingo and a Clay Aiken performance. The Delaware State Fair will also be where Toby Keith croons, America rocks and 4-H members vie for blue ribbons in canning, horsepulling, tractor driving and other activities.
