The Senate's budget decision on drilling in the Arctic National Wildlife Refuge ["51-49 Senate Vote Backs Arctic Oil Drilling," front page, March 17] brought up memories of my days as a young Capitol Hill staff attorney with the House Budget Committee.

The refuge was the first issue I was lobbied on 23 years ago as a committee staff member. "It makes budget sense," the lobbyists argued. "We need revenues and receipts to close the deficit."
