The House adopted a plan for expedited House elections if at least 100 members die in a terrorist attack or other disaster. The bill (HR 841), which awaits Senate action, gives states 49 days to hold special elections. United Airlines Flight 93, which was hijacked Sept. 11, 2001, might have been aimed at the U.S. Capitol before crashing in Somerset County, Pa. A yes vote was to pass the bill.
