ALEXANDRIA, La., Aug. 31 -- After a night of scattered looting and no immediate prospect of mass evacuations from the floods of New Orleans, Louisiana Gov. Kathleen Babineaux Blanco (D) said Wednesday she would seek more assistance from the military for her state.
