Rep. Thomas M. Davis III (R-Va.) is introducing a bill that would offer financial aid to Washington's transit agency in exchange for changes in its management, oversight and funding arrangements.
· Money Metro would get $1.5 billion to maintain trains, tracks and stations and to relieve crowding. It would be the only transit system in the nation to receive such aid.
· Management Two federal representatives would be added to the Metro board of directors, a regional panel with members from Maryland, Virginia and the District.
· Oversight A new inspector general, reporting to the board, would monitor how the transit agency spends money and investigate internal reports of wrongdoing.
· Funding The region would have to guarantee Metro a steady funding source, such as sales tax revenue.
