Key provisions of a copy of Iraq's draft constitution from the office of Prime Minister Ibrahim Jafari. While National Assembly Chairman Hachim Hassani said no exact copy of the submitted draft has yet been released, officials involved in the negotiations said the provisions below accurately related the key stipulations.
Article One :
The Republic of Iraq is an independent state. The political system is republican, parliamentary, democratic and federal.
Article Two:
1. Islam is the religion of the state and it is a main source for legislation.
-- a. No law that contradicts Islamic principles shall be issued.
-- b. No law that contradicts democratic principles shall be issued.
-- c. No law that contradicts the essential rights and freedoms mentioned in this constitution shall be issued.
2. This constitution guarantees the Islamic identity of the majority of the Iraqi people and guarantees all religious rights of all persons in the freedom of belief and religious practice.
Article Three
Iraq is multiethnic and multi-religious. It is part of the Islamic world, and the Arab people in it are part of the Arab nation.
