The D.C. Council this afternoon passed an emergency measure clarifying the drunken driving laws in the District.
Under the bill, anyone with a blood alcohol level under .05 is not presumed to be intoxicated. Those with blood alcohol levels between .05 and .08 are in what council member Carol Schwartz (R-At Large) described as a neutral zone, meaning they're not presumed to be either intoxicated or sober.
The measure passed on a 9-to-3 vote, with Marion Barry absent.
