No more circling: Last month Dulles International opened a free lot where drivers can wait for up to an hour for passengers to arrive (follow signs to the "Cell phone waiting area" from the Dulles Access Road). Drivers can call 703-572-6240 to check on flight status; passengers should head for any Arrivals Ramp, relay the number of the door they're standing by and wait for their ride to arrive from the cell phone area. Miami International also joined the list of airports offering the service, at least during daylight hours; 24/7 service is expected next month . . . The first free trade zone within a Chinese airport will be at Beijing Capital International , part of a plan to eventually add 29 square miles to the airport's holdings, creating an "aviation town" with residences and entertainment options . . . Vietnam announced plans to build an international airport on Phu Quoc (the country's southernmost island) for $158 million, to be operational by 2008 . . . The Jaipur, India, airport just won approval to switch from domestic to international, allowing direct access to India's Rajasthan state.
