"I always had a problem with him," said Marna Squires in a telephone interview, adding that Gray left the area before Christmas. "I called his parole officer when he left. I put up as many red flags as I could."
Now, with Gray and Dandridge jailed without bond, Squires said she wonders whether police did enough. "Maybe they could have been stopped," she said.
The home of the Harvey family in Richmond was set on fire New Year's Day, when the family was killed. Bryan Harvey, 49, his wife, Kathryn, 39, and their daughters, Stella, 9, and Ruby, 4, were bound and their throats were cut, police said.
Members of the other slain Richmond family -- Percyell Tucker, 55, his wife, Mary Baskerville, 47, and her daughter Ashley Baskerville, 21 -- were found dead in their home, which had been ransacked, police said.
Richard Trodden, Arlington's chief prosecutor, said evidence against the pair in the Arlington attack will be presented to a grand jury next month.
Jeffrey L. Everhart, an attorney for Gray, declined to comment because he had not met with his client. An attorney for Dandridge did not return a phone call.
Staff researcher Bobbye Pratt contributed to this report.
