Gov. Timothy M. Kaine's proposals to control growth and improve Virginia's transportation system have launched a debate.

The Proposals

Transportation: Reserve the transportation trust fund for transportation, spend some general fund money for transportation projects in times of surplus, don't increase taxes.

Development: Give local governments more authority to control growth if roads and rails cannot support it.

The Debate

"Every additional moment we lose in traffic is time away from our families and from building our businesses. And it's not your imagination; you are sitting in traffic longer."

-- Kaine, in Monday's address to the General Assembly.

"He ran on this issue. He won on this issue, particularly in the outer suburbs including Loudoun and Prince William."

-- Stuart Schwartz, controlled growth advocate, on Kaine's proposal to link traffic and growth controls.

"To think that somehow we can just stop building houses until transportation is built is unrealistic."

-- Bob Chase, president of the Northern Virginia Transportation Alliance, questioning idea of increasing local authority.
