D.C. Finance Chief Approves Council's Stadium Spending Cap

The council voted 9 to 4 to approve emergency legislation that established the spending cap. That legislation, which lasts 90 days, would be replaced by a permanent measure that needs seven votes, two fewer than emergency bills.

Gandhi said yesterday that he probably would ask the council to make changes he described as minor and technical in nature. Council aides also said they will seek to "clean up" the legislation, which was approved at 12:40 a.m. Wednesday after being amended several times.

"It was all coming so quickly that we need to make sure that inconsistencies weren't being created," said council member Sharon Ambrose (D-Ward 6), head of the city's Economic Development Committee, which will hold a public hearing on the permanent legislation. A timetable for the hearing has not been set.

One section of the legislation already is being debated.

The council banned the city from using any "revenue" from development rights to help pay for anything other than stadium land acquisition.

Williams had offered a plan two weeks ago to use some of that revenue for an underground parking garage, which he has said is critical to the creation of a ballpark entertainment district.

"That's one area that needs to be clarified," Ambrose said.
