Bicyclist, 58, Dies in Nighttime Hit-and-Run
A bicyclist was killed Thursday night in a hit-and-run accident in Elkridge, Howard County police said. They identified the victim as David Allen Overmiller, 58, of the 8200 block of Washington Boulevard in Jessup. The accident took place about 9:40 p.m. on Route 1 near Troy Hill Drive when a southbound vehicle struck Overmiller, who was also riding south, police said.

Man Gets 20 Years in Rape of Retarded Woman
A Forestville man was sentenced to 20 years in prison yesterday for raping a severely retarded, deaf and mute woman, an attack that left the victim pregnant.
Earl C. Dyer was convicted of second-degree rape Feb. 3. The trial included precedent-setting testimony by the victim. Prince George's County prosecutors persuaded Circuit Court Judge Michele D. Hotten to allow the victim to provide limited testimony without being cross-examined by the defense after her mother testified that her mental capacity is between that of a 3- and 5-year-old.
