Baltimore Orioles Manager Sam Perlozzo said yesterday that Hayden Penn, the organization's top pitching prospect, will be called up from Class AAA Ottawa to take Daniel Cabrera's place in the rotation. Penn's first start will be tomorrow at Seattle.

"He's really been the guy that we thought would fit into our rotation at some point in time," Perlozzo said. "The fact that he's doing well solidified his case."

In five starts for Ottawa, Penn is 2-2 with a 1.48 ERA with 29 strikeouts in 30 1/3 innings. He made eight starts for the Orioles last season, going 3-2 with a 6.34 ERA, walking 21 in 38 1/3 innings.

Perlozzo expects Penn -- who traveled to Seattle yesterday -- to be better this time around.

"I didn't think he was overmatched" last season, Perlozzo said. "I thought he was a little over-anxious and didn't maximize his pitch counts. He'd get into the fifth inning with 100 pitches. I thought he was overthrowing a little bit and not relaxed."

Cabrera, who has battled control problems this season, went on the disabled list May 15 with tightness in his right shoulder. He is 2-2 with a 5.23 ERA.

Roberts on the Go

Second baseman Brian Roberts, on the disabled list since April 30 with a strained groin, will accompany the team to Seattle, but no determination about when he will be activated has been made. He played two games for Class AA Bowie, going 1 for 5 with two walks. The Orioles also will bring the top two candidates to be demoted -- infielders Brandon Fahey and Ed Rogers -- on the trip.

If Fahey and Rogers remain, the club would have to send down catcher Raul Chavez, meaning Javy Lopez would serve as the backup to starter Ramon Hernandez.

With National League rules in effect during yesterday's 3-1 loss to Washington, Lopez caught for the first time since April 16, and in part because Orioles left-hander Bruce Chen was slow to the plate, the Nationals stole three bases in the first inning. But in the third, Lopez threw out Alfonso Soriano -- trying to steal his third base of the day -- on a pitchout.
