The House approved an administration plan to sell U.S. nuclear technology and fuel to India for civilian purposes even though India has not signed the nuclear nonproliferation treaty.

The bill (HR 5682) requires India to separate its civilian and military nuclear programs, open its civilian program to international inspection and restrict nuclear exports.

The bill is now before the Senate. India, Pakistan and Israel are the three nuclear states that have refused to sign the nonproliferation treaty.

A yes vote was to pass the bill.
