Teen Charged in Shooting Death

Howard County police have arrested a 15-year-old Columbia youth in connection with the fatal shooting of a Columbia man.

Monti Mantrice Fleming was taken into custody Tuesday evening in Prince George's County, police said. He is being charged as an adult with first-degree murder and other charges in the death of Shaun Powell, 18.

Police say Fleming shot Powell during a fight Saturday night at a gathering in the 11200 block of Powder Run in Columbia.

School Flier Policy Limits Some

The Montgomery County Board of Education approved a policy yesterday giving parent-teacher groups and government agencies permission to send fliers home with students whenever they choose; nonprofit groups will be able to do the same at least two, but no more than four, times a year.

Businesses and other community organizations cannot distribute materials through students but will be allowed to display them on tables in schools. Other school groups, such as booster clubs, may distribute materials on an unlimited basis as long as it is part of a joint effort between the group and a parent-teacher organization. Otherwise, they must comply with rules for other nonprofit groups.

The policy change, which takes effect today, comes after a federal appeals court ruled earlier this month that the school system's previous policy on flier distribution was unconstitutional because it gave officials the unlimited power to determine which materials would be distributed.

Pedestrian Fatally Hit by Car

A 30-year-old man died yesterday afternoon after being struck by car while crossing a busy intersection in Silver Spring, Montgomery County police said.

The victim, whom police did not identify, was crossing East West Highway at Colesville Road when a 17-year-old male driving a Volvo struck him. The driver remained at the scene, police spokeswoman Blanca Kling said, and investigators were trying to determine last night how the accident occurred.

The two roadways, which are normally congested during rush periods, were closed in both directions yesterday for several hours, snarling traffic in downtown Silver Spring.

New Mobile Medical Services

A new mobile medical van takes to the streets of Montgomery County today to provide more primary health services to uninsured and low-income residents.

The van, funded through a $1 million donation from Adventist HealthCare and run by staff and volunteer doctors and nurses from the nonprofit Mobile Medical Care Inc., will visit the Eastern Montgomery Regional Services Center, 3300 Briggs Chaney Rd. in Silver Spring, from 8:30 a.m. to 12:30 p.m. every Thursday.

There, it will complement existing services of a People's Community Baptist Church clinic. Other days, it will park in communities from Takoma Park to Germantown.

Man Gets 15 Years for Child Porn

A former worker for the National Oceanic and Atmospheric Administration was sentenced to 15 years in prison yesterday for downloading more than 1 million pornographic photos of children at his office and his Bowie home.

Robert M. Carey, 52, pleaded guilty in May to producing and possessing child pornography. Authorities found sexually explicit photos of girls in photo albums, on DVDs, on CDs and on his computers at NOAA and at home. He admitted to downloading child pornography for 10 years at work.
