The House on Sept. 26 defeated a Democratic motion for a closed session to consider the latest National Intelligence Estimate on terrorism. The document concludes that U.S. military involvement in Iraq has fueled the spread of decentralized global terrorism but states that U.S. counterterrorism efforts have "seriously damaged" al Qaeda leadership. National Intelligence Estimates express the collective judgment of the 16 U.S. intelligence agencies.

As a privileged motion, the measure was not debatable.

A yes vote backed the Democratic motion.
