IN LAST MONTH'S Democratic primary contests for D.C. Council seats in Wards 1, 3, 5 and 6, we endorsed Jim Graham , Mary Cheh , Harry "Tommy" Thomas Jr. and Tommy Wells , respectively. We repeat our endorsement of each of these candidates in the Nov. 7 general election.

That Mr. Graham is running unopposed confirms both the strength of his candidacy and the weakness of opposing political parties in Ward 1. The same cannot be said for Wards 3 and 6, however, where the Republican Party has fielded candidates with promising futures. Ward 3 Democratic nominee Mary Cheh has all the qualities to make a fine lawmaker in the mold of Kathy Patterson, who vacates that seat in January. But Theresa Conroy, carrying the Republican standard, has proven to be a smart opponent with a good feel for Ward 3 issues. She's not up to Ms. Cheh in experience and knowledge of city government, so Ward 3 voters ought to support the Democrat. Ms. Conroy, however, has a future in District politics, provided she remains involved with civic concerns.

Likewise, Democrat Tommy Wells has the edge in Ward 6 by dint of experience, name recognition and record of service over Republican nominee Antonio "Tony" Williams, a first-time political candidate. But in many respects, Mr. Williams -- young, intelligent and confident, with good people skills and a good grasp of community concerns -- could be the future of the D.C. Republican Party, which badly needs an injection of new blood and strong leadership.

There are other names on the ballot with Ward 5 Democratic nominee Harry Thomas, but no candidate comes close to matching his record of service to the ward or preparation for a seat on the council.
