Served in the Virginia House of Delegates from 1983 to 1991, when he won a seat in Congress in a special election.

Defeated Democrat Mary Sue Terry in 1993, becoming the first Republican governor in Virginia in 12 years. In 2000, Allen beat U.S. Sen. Charles S. Robb (D). Three years later, he was named chairman of the National Republican Senatorial Committee.
