Postal Lobbyist Retires
George B. Gould , longtime lobbyist for the National Association of Letter Carriers, will retire at year's end.
His departure represents a big loss for the NALC, which recently landed in hot water with Sen. Susan Collins (R-Maine) after union President William H. Young blocked passage of her compromise bill to overhaul operations at the U.S. Postal Service for the first time since 1970.
Young balked at a proposed change to workers' compensation benefits that he said would single out postal workers for different treatment than other federal employees who are injured on the job. His move stunned Collins, who had considered the union a legislative ally for the past three years. In an interview, Young declined to discuss staff advice he received in the hours before he objected to the legislation.
With the loss of Gould, the union may have to rebuild alliances on Capitol Hill. Gould was a former staff director of the old House post office subcommittee and had worked on postal issues for 25 years at the NALC. In an interview, Gould said he had been thinking of retiring from the NALC for almost a year and decided that now was the time to depart.
The NALC, which has 300,000 members, said Jennifer L. Alvarez will take Gould's place as director of legislative and political affairs. She has worked at Postal Service headquarters and in the Clinton administration.
The union also named Tucker McDonald as political director. He previously served as a special assistant for political education at NALC.
