Here is a look at some of the ideas that Baltimore Mayor Martin O'Malley (D) and Gov. Robert L. Ehrlich Jr. (R) have advanced for the coming years in Maryland.

· Fully fund the so-called Thornton plan, including a geographic index that could benefit districts with higher costs.

· Provide $400 million in school construction funding in first budget.

· Maintain a freeze on college tuition.

· Pay signing bonuses to principals who agree to serve in struggling schools.
