Dodd, 62, is the ranking Democrat on the Rules and Administration Committee but is likely to sacrifice that chairmanship to assume the top slot on the banking committee. That would have gone to Democrat Paul S. Sarbanes (Md.), 73, but he is retiring in January.

Dodd, a former chairman of the Democratic National Committee, has toyed with running for majority leader as well as president but never launched a serious effort.

He is fluent in Spanish and has often played a role in Latin American issues. Dodd was one of the chief sponsors of the Family and Medical Leave Act, vetoed by President George H.W. Bush but signed in 1993 by President Bill Clinton.
