"Americans should immediately release the five Iranians and pay compensation for the damages they caused to our office in Irbil," Iranian Foreign Ministry spokesman Mohammad Ali Hosseini said at a news conference in Tehran, according to news services.
Fintor said the U.S. military had information indicating that the Iranians were "closely associated" with activities targeting U.S. and Iraqi forces. "We believe that many of the activities taking place in this facility were not consistent with normal diplomatic or consular functions," he said.
Kurdish officials said the United States should have contacted the regional government before launching the raid.
"I think this is the new policy of the U.S. in Iraq -- in order to be defensive, they are offensive," said Saad Barazanchi, a Kurdish legislator. "We are neighbors to Iran . . . so we want to have amicable and good relations with Iran."
Also Sunday, the U.S. military announced the deaths of two U.S. soldiers, one killed Sunday by a roadside bomb while patrolling in downtown Baghdad and the other killed Saturday by an explosion in northern Iraq. The soldiers' names were not released.
At least 78 people were killed or found dead across Iraq on Sunday, including 41 whose bullet-riddled bodies were discovered in Baghdad, the Associated Press reported.
Other Washington Post staff in Iraq contributed to this report.
