Virginia didn't create a lottery until 1987, more than two decades after New Hampshire became the first state to start one. A year later, voters approved a referendum allowing parimutuel gambling, which made it possible for Colonial Downs to open in 1997. Besides its race track in Richmond, Colonial Downs operates nine off-track betting sites where simulcast races are shown. The company tried to open one in Manassas, but voters rejected the idea in 2004.
