STATEMENT OF THE GOVERNOR

~ On the Republican transportation proposal ~

RICHMOND -- Governor Timothy M. Kaine released the following statement today in response to the announcement of a transportation proposal negotiated between Republican leaders in the House of Delegates and State Senate:

"Today, Virginians were finally provided a summary description of a transportation proposal crafted in secret by members of the Legislature's majority party.

"Based on a review of that summary, the following is clear:

"This last-minute proposal does not represent a compromise, and it certainly does not represent a solution to Virginia's transportation challenges.

"This proposal would drain almost $200 million a year from the General Fund, pitting transportation against our core priorities in public education, public safety, and public health.

"This proposal does not address our well-documented statewide transportation needs.

"While the two regional proposals have been significantly improved, there has not been sufficient dialogue with local elected officials who would be expected to implement increased taxes and fees.

"This proposal does not do enough for rail or mass transit, which are key elements to a true comprehensive transportation solution.

"When legislation meant to address an issue this important is developed behind closed doors, without open, honest, and bipartisan dialogue, Virginians should take note.""I remain committed to finding a transportation solution that works for all Virginians, and I am prepared to continue to work with lawmakers in both parties and both chambers to keep Virginia moving forward on transportation."
