President Bush's fiscal 2008 budget proposal would fund pilot projects that encourage metropolitan areas to experiment with congestion charging as a way to reduce traffic.

The White House estimated that in 2003 American motorists in the 85 most-clogged metropolitan areas wasted 3.7 billion hours and 2.3 billion gallons of gasoline stuck in traffic.
