"If the 2008 campaign is a referendum on the past, the Democrats win," Gingrich told The Post. "If the 2008 campaign is a referendum on the future, the Democrats will lose."

Hunter to Leave House

White House aspirant Rep. Duncan Hunter (R-Calif.) announced that he will not run for the congressional seat he has held for the past 26 years.

Among those who will run to replace Hunter, who recently served as chairman of the House Armed Services Committee, is his son, Duncan D. Hunter, 30, a former U.S. Marine who served in Iraq and is now working on his father's long-shot presidential campaign.

"He thinks it's insincere and disingenuous to run for both offices at the same time," the younger Hunter said yesterday.

Hunter said he shares his father's conservative political views. His emphasis: national security, border security, keeping jobs in the United States and efforts to fight those who prey on children.

With several candidates considering running for the seat after the older Hunter has held it for so many years, he said "it's going to be a tough fight."
