Clinton Backs Public Funds for Campaigns

A Quinnipiac University poll in February had Clinton with 41 percent of the vote in a New Jersey Democratic Party primary, compared to 19 percent for Illinois Sen. Barack Obama.

Clinton moved on to Iowa to visit a farm near Fort Madison that is owned by a Democratic state lawmaker, Gene Fraise. She said she can bring new leadership to the White House, which she said was missing under President Bush.

"We can do so much more than we are doing, but we need leadership," Clinton said.

She focused her remarks on universal health care and energy security, underscoring her efforts to build a grass-roots campaign organization crucial to success in Iowa's leadoff precinct caucuses.

"What are our goals today?" she asked. "I want to be a president who sets goals again."
