Bland said she voted for Biddle because of his youth and energy.
"He's present, and I want someone, at the end of the day, who shows up," said Bland, who voted at Lafayette Elementary School in Ward 4.
But Andra Tamburro, 39, a Ward 3 parent voting at Janney Elementary School in American University Park, said she supported Levine because he was a good listener and was responsive to her concerns.
Under Fenty's takeover plan, the school board's role would include setting academic standards and teacher certification requirements as well as overseeing high-stakes testing under the No Child Left Behind law. The school board, the city's first government body elected by voters in 1968, would become the D.C. State Board of Education.
There still will be an empty seat on the board -- District 1 member Jeff Smith, who represented Wards 1 and 2, resigned in April, saying that the new board structure would not play a large enough role in city education. There will be a special election in August to fill that seat.
In addition to Biddle, there were four other first-time candidates: school social worker Joe Carrillo, 63; youth counselor Leonard Bennett, 26; Hewlett-Packard employee Ann Holiday, 53; and Herb Scott, 37, a real estate agent and former teacher.
Mai Abdul Rahman, 49, a mother of four and longtime education advocate, ran against Reinoso in 2004. Levine ran for the board in 2000.
