State to Offer Energy-Saving Plan
Gov. Martin O'Malley said yesterday that his administration is preparing to release an energy-conservation plan in the wake of a 50 percent increase in rates that begins today for customers of the state's largest electricity provider.
O'Malley (D) offered no details but said the measures attempt to give "consumers some control over their energy destiny." He pointed to California, which has held its per capita energy consumption in check during the past 35 years. In other states, including Maryland, consumption has risen greatly.
The governor's comments came in response to questions from reporters after a news conference by several groups protesting the rate increase by Baltimore Gas and Electric Co.

Motorcyclist Hits Police SUV, Dies
A 33-year-old Waldorf man died yesterday after his motorcycle collided with an unmarked police sport-utility vehicle driven by an off-duty state trooper in Charles County, state police said.
Authorities said John W. Harding of the 4700 block of Kittiwake Court was riding his motorcycle south on Middletown Road in Waldorf about 4 p.m. As Harding approached Lexington Drive, the motorcycle slid and hit the back of the SUV, a Ford Expedition, as it was turning left from northbound Middletown Road onto Lexington Drive, police said.
Harding, who was wearing a helmet, was flown to Prince George's Hospital Center, where he was pronounced dead, police said.
Trooper 1st Class Justin E. Zimmerman, 26, a six-year officer assigned to the College Park barrack, was not injured in the crash.
