Since the first Congressional Gold Medal -- the highest civilian honor given by Congress -- was awarded to George Washington in 1776, Congress has bestowed the honor only 139 times. Most recently, medals went to the Tuskegee Airmen (2007) and to the Rev. Martin Luther King Jr. and his wife, Coretta Scott King (2004). On Tuesday, President Bush will join congressional leaders to award the medal to agronomist Norman Borlaug.
