The proposal has not made it to Capitol Hill. An OPM spokeswoman said it was still circulating inside the executive branch for comment.

From IRS to Red Cross

Kevin M. Brown, acting commissioner of internal revenue, will leave the IRS in mid-September to become chief operating officer of the American Red Cross, the agency announced yesterday.

Brown is a former chief of staff to Mark W. Everson, the president and chief executive of the Red Cross who was internal revenue commissioner until resigning in April.

Brown also was IRS deputy commissioner for services and enforcement. He previously was the small-business and self-employed division commissioner, and in 1998 played a key role in reorganizing the IRS.

The IRS did not say who would take over as acting commissioner.

Richard L. Delonis, president of the National Association of Assistant United States Attorneys; Bruce Moyer, the group's counsel; and Dennis Boyd, the association's executive director, will be the guests on "FEDtalk" at 11 a.m. today on http://federalnewsradio.com and WFED radio (1050 AM).

Virginia Gov. Timothy M. Kaine (D) will be the guest on the IBM "Business of Government Hour" at 9 a.m. Saturday on WJFK radio (106.7 FM).
