For the past 11 years, Mr. Russell built computer networks for corporate and individual clients and did maintenance and repairs on computer systems. He had previously spent eight years as a commercial service agent with AH&T Insurance in Leesburg.
Mr. Russell was born in Washington and grew up in Purcellville. After graduating from Loudoun Valley High School in 1965, he entered the Army and served as an officer with the Corps of Engineers in Vietnam.
In 1971 and 1972, while stationed at Fort Belvoir, Mr. Russell was, in the words of an official Army commendation, "primarily responsible for the development of the first United States Army drug and alcohol education center."
He was awarded the Bronze Star Medal for his combat service in Vietnam and received the Army Commendation Medal for his work on the drug and alcohol education program. He was discharged in 1973 with the rank of captain.
Mr. Russell was an honors graduate of Northern Virginia Community College. Early in his career, he worked as a legal assistant with a Leesburg lawyer and later as a computer specialist with a Northern Virginia construction company.
He volunteered with ECHO Inc., a Leesburg vocational training and community service organization.
Survivors include his wife of 40 years, Karen Hatcher Russell of Lovettsville; and two children, Jack Russell of Brighton, Mich., and Jennifer Russell Shirley of Alexandria.

Albert R. WilliamsInsurance Agent
Albert R. Williams, 80, a former insurance agent with New York Life, died July 21 at his home in Germantown. He had cancer and Alzheimer's disease.
Mr. Williams worked for 40 years at New York Life's Silver Spring office before retiring in 1995. He was also a deacon at the Takoma Park Seventh-day Adventist Church.
