Kaine's Press Chief to Join Warner Campaign

Gov. Timothy M. Kaine's press secretary, Kevin Hall, announced yesterday that he is leaving the administration to join former governor Mark R. Warner's campaign for the U.S. Senate.

Hall said his resignation will take effect in November. He is likely to become Warner's chief spokesman for the 2008 campaign.

Hall is a former radio reporter and Richmond-based print journalist for the Associated Press. When Warner (D) was elected governor in 2001, Hall left journalism to become his deputy press secretary. In 2005, Hall became Warner's chief spokesman, a job he continued in after Kaine (D) took office in 2006.

Utility Proposes Energy-Saving Programs

Dominion Virginia Power wants to reduce energy consumption by creating programs to test energy efficiency and offering energy-saving light bulbs at reduced prices.

Dominion has asked the Virginia State Corporation Commission for permission to create pilot programs.

The programs include one that would provide incentives for large nonresidential customers to reduce their load during peak demand periods and another that would provide energy-efficiency kits to 250 residential customers and 50 small commercial customers.

The utility also would offer 1.4 million energy-saving compact fluorescent light bulbs at reduced prices through Home Depot.
