Help Where It's Not Needed?

CHINA IS a magnet for foreign private investment, and its central bank is sitting on $1.3 trillion in reserves -- $1,000 for every Chinese man, woman and child. So why is the World Bank, a poverty-fighting institution, still lending to China and other "middle-income countries," or MICs?
