Power at Union Station was restored at 5:18 p.m., and Amtrak, MARC and VRE trains were starting to move again.
"We're in the process of trying to sort it all out," said Frank Fulton, deputy director for MARC.
The outage, caused when a Pepco feeder line in the Union Station area was accidentally cut, delayed about 15,000 MARC passengers, Fulton said.
Amtrak and VRE passengers were delayed as well.
