Under Gov. Martin O'Malley's plan for a referendum on slot machine gambling, licenses would be awarded by a commission at these sites:

-- 4,250 machines at a site in Anne Arundel County within two miles of Route 295. Laurel Park racetrack would be eligible.

-- 2,500 machines at a site in Cecil County within two miles of Interstate 95.

-- 3,250 machines at a site in Worcester County within a mile of Routes 50 and 589. Ocean Downs racetrack would be eligible.

-- 1,500 machines on state property associated with Rocky Gap Lodge and Golf Resort in Allegany County.

-- 3,500 machines in Baltimore in a nonresidential area within a half-mile of I-95 and Route 295. Pimlico Race Course would not be eligible.
