Here are highlights from the two-year, $78 billion budget proposed by Gov. Timothy M. Kaine:

• $10 increase in driver's license renewal fee.

¿ $1 billion in new education funds to meet growth in enrollment and inflation.

¿ $56 million to expand pre-kindergarten services for 4-year-olds.

¿ $42 million to improve state mental health services and correct weaknesses exposed by the Virginia Tech massacre.

¿ $25 million more for programs that offer subsidized health insurance.

¿ Borrow $1.6 billion for construction projects at colleges and universities.

¿ Divert $261 million from state reserves and $180 million from highway funds to make up for projected revenue losses.
